such a port if established, situated on the fringe of

danton, would create for this Colony.

It is only necessary to reflect on the conditions

which create the prosperity of the Colony to appreciate

the dangers to be apprehended from such a rival port.

The Colony existe on shipping. Every interest

it has is dependent on shipping- If the volume of

shipping entering the Colony or likely to enter is

diminished or arrested the prosperity and development

of the Colony must be diminished or arrested with it.

Any policy tending to divort shipping in any degree

correspondingly threatens the interests of the Colony.

A ship arrives laden with cargo for discharge in

the Colony. It must pay harbour dues and light dues

to the local revenue. It must take in atoros and

provisions. The cargo it carries must be unloaded

by coolios into cargo boats or on to wharves. The

coolise must be given wages which they spend in the

Colony and house accommodation must be provided for then.

Godowns must be provided into which the goods can be dis-

charged, fire insurance must be effected on them and godown

staffs both European and Chinese must be engaged to

handle them. The goods must, in time, be discharged

from the godowne and laden on to other ships and on to

junks for transport to their destination. Ships and

Agents Junks must sail from the Colony to carry them.

goods they carry. Insurance Companies must insure them.

Chinese must ostablish themselves here to handle the

trade they are interested in. The greater the shipping

trade the greater the number of Chinese will establish

themselves. The greater the number of Chinese hero

the greater their needs become. Everything and every
